Misula City is the core city of Misula Island. Although called a city, its urban area is actually quite small; it's a small city developed specifically for tourism. Most of Misula Island's public institutions have their headquarters located in the city. On a high point in the northeast of Misula City stands a simple-looking nine-story office building, which is the Misula City Commissioner's Office and the highest administrative body of Misula City.

It was past closing time, and it was completely dark. Most of the administrative staff had already left work, and the parking spaces in the government office parking lot were mostly empty.

Dr. Edmund Sassicks, Director of the Royal Observatory of Misura Island, appeared hurriedly at the gates of the Commissioner's Office. As the only observatory established by the Kingdom of Rune in its three maritime colonies, the Royal Observatory of Misura Island primarily serves the meteorological observation needs of commercial shipping, tourism, and fisheries.
